Narrative:

Departing ewr by the ewr #3 SID. The departure requires the takeoff on runway 04L and right to turn right to 060 degree heading until passing the 327 degree right of canarsie VOR, the left turn to 290 degrees for radar vectors to assigned fix (eliot). We executed the SID as published. Ny departure said that we turned a tad too early, but that was ok, to climb to 5000'. I asked what he meant by turning early. He said, 'you turned early,' and 'contact ny on another frequency and steer 290 degrees.' after making contact with ny on the new frequency, noticed that my first officer had turned on the LORAN sometime after we had taken the active runway. This I believe was the reason for the early turn account LORAN being engaged on my HSI instead of VOR. I have continually complained and instructed my first officer's not to use the LORAN on the east coast and the ny area account it is not as accurate as the VOR's and the traffic density needs exacting standards, particularly on SID's and stars. I think the FAA needs to discourage the use of class ii navigation in the terminal area. All of the new first officer's seem to have to play with this box. This information with class ii navigation (I guess account never having it before) leads to many mistakes and embarrassing moments for many capts.

Title: FLT CREW OF ATX JET DEPARTING EWR ON EWR #3 ALLEGEDLY MADE EARLY TURN TO INTERCEPT 327 DEGREE RADIAL OF CANARSIE. BLAMES FO USING CLASS II LORAN.

Narrative: DEPARTING EWR BY THE EWR #3 SID. THE DEP REQUIRES THE TKOF ON RWY 04L AND R TO TURN RIGHT TO 060 DEG HDG UNTIL PASSING THE 327 DEG R OF CANARSIE VOR, THE LEFT TURN TO 290 DEGS FOR RADAR VECTORS TO ASSIGNED FIX (ELIOT). WE EXECUTED THE SID AS PUBLISHED. NY DEP SAID THAT WE TURNED A TAD TOO EARLY, BUT THAT WAS OK, TO CLB TO 5000'. I ASKED WHAT HE MEANT BY TURNING EARLY. HE SAID, 'YOU TURNED EARLY,' AND 'CONTACT NY ON ANOTHER FREQ AND STEER 290 DEGS.' AFTER MAKING CONTACT WITH NY ON THE NEW FREQ, NOTICED THAT MY F/O HAD TURNED ON THE LORAN SOMETIME AFTER WE HAD TAKEN THE ACTIVE RWY. THIS I BELIEVE WAS THE REASON FOR THE EARLY TURN ACCOUNT LORAN BEING ENGAGED ON MY HSI INSTEAD OF VOR. I HAVE CONTINUALLY COMPLAINED AND INSTRUCTED MY F/O'S NOT TO USE THE LORAN ON THE E COAST AND THE NY AREA ACCOUNT IT IS NOT AS ACCURATE AS THE VOR'S AND THE TFC DENSITY NEEDS EXACTING STANDARDS, PARTICULARLY ON SID'S AND STARS. I THINK THE FAA NEEDS TO DISCOURAGE THE USE OF CLASS II NAV IN THE TERMINAL AREA. ALL OF THE NEW F/O'S SEEM TO HAVE TO PLAY WITH THIS BOX. THIS INFO WITH CLASS II NAV (I GUESS ACCOUNT NEVER HAVING IT BEFORE) LEADS TO MANY MISTAKES AND EMBARRASSING MOMENTS FOR MANY CAPTS.
