Narrative:
In 8/90 I was operating flight eyw to mia. While on approach to mia runway 09R, an air carrier Y was cleared for takeoff. I was on a 6 mi final at this time. On a 4 mi final mia tower asked if the air carrier Y jet had a problem because there was a landing aircraft on a 4 mi final. The air carrier Y jet mentioned he was heavy and it would be a while. I was on a 1/4 mi final and initiated a go around because the other aircraft was still on the runway. I feel the other aircraft intentionally was slow and ultimately caused a reckless operation on his part.

Title: ACR WDB WAS CLRED FOR TKOF WITH TRAFFIC ON 6 MILE FINAL. WDB DELAYED TKOF UNTIL THE MLG HAD TO GO AROUND.
Narrative: IN 8/90 I WAS OPERATING FLT EYW TO MIA. WHILE ON APCH TO MIA RWY 09R, AN ACR Y WAS CLRED FOR TKOF. I WAS ON A 6 MI FINAL AT THIS TIME. ON A 4 MI FINAL MIA TWR ASKED IF THE ACR Y JET HAD A PROB BECAUSE THERE WAS A LNDG ACFT ON A 4 MI FINAL. THE ACR Y JET MENTIONED HE WAS HVY AND IT WOULD BE A WHILE. I WAS ON A 1/4 MI FINAL AND INITIATED A GAR BECAUSE THE OTHER ACFT WAS STILL ON THE RWY. I FEEL THE OTHER ACFT INTENTIONALLY WAS SLOW AND ULTIMATELY CAUSED A RECKLESS OPERATION ON HIS PART.
