Narrative:

Flight cleared via hornet 1 SID, stann radial as filed, maintain 5000'. Filed clt-bzm-hmv-flm-cvg-shb-ind. PF intercepted stann radial (clt 347 degree right) and ZTL cleared aircraft to 12000', normal airspeed. Aircraft passed barretts mountain VOR (110.8) and after VOR passed off left side of aircraft. PF turned approximately 30 degrees left for holston mountain VOR (114.6) at approximately clt 50 DME. Center called after aircraft established on approximately 315 degree heading for direct hmv VOR and asked if we were deviating for WX. We answered, 'no, we are heading toward hmv as cleared.' center then told us we should have remained on the clt stann radial and gave us a phone # for quality assurance for possible violation. Possible cause: a very poorly designed SID. Since we passed our initial fix, bzm VOR, we naturally started toward the next fix, hmn VOR since we were cleared 'as filed.' corrective action: redesign SID: the SID has 50 DME arc with no explanation, leading one to believe that SID terminates at clt 50 DME. Radials bypass initial flight plan fixes which only add to confusion. Clt is way too congested, along with ZTL, to be constantly quizzed on this SID procedure. Suggest the clt 5 departure SID be the only SID for clt based on traffic density, SID clarity, WX and pilot workload.
