Narrative:

I issued aircraft X a base turn heading 340 at 4000 for a base leg at 120 knots and 1.5 NM from the 4300 MVA. Aircraft X read back the heading correctly; so I continued working. While scanning; I observed that aircraft X had not turned and was approaching the 4300 MVA so I issued another turn with no further issues. I will work with the MVA map on during IFR days.

Title: A Controller in training reported an aircraft did not comply with an assigned heading and flew below the Minimum Vectoring Altitude.
