Narrative:

In approaching oak in VFR conditions had to descend to avoid clouds and quite possibly we were within 1000' AGL of the ground with some houses nearby. We were approaching the airport from the east and were over the oakland hills. At times we might have also been within the cloud clrncs required for VFR flight. Should have filed or picked up an IFR clearance to avoid the possible low flying over the houses.

Title: CFI AND STUDENT DESCENDING TOWARWD OAK FROM THE EAST MAY HAVE FLOWN TOO LOW OVER A CONGESTED AREA AS THEY TRIED TO REMAIN BELOW CLOUDS. THEY ALSO MAY HAVE FLOWN TOO CLOSE TO CLOUDS.

SHOULD HAVE FILED OR PICKED UP AN IFR CLRNC TO AVOID THE POSSIBLE LOW FLYING OVER THE HOUSES.
