Narrative:

Due to xx being closed for a runway inspection and being ILS critical; we were using a non-standard taxi procedure for xxr arrivals. While this procedure was in place; I observed aircraft X on approach to xxl. As the aircraft was flaring to land near or just past [an] intersection; it appeared to veer left of course and its left main gear touched down in the grass. The aircraft then executed a go-around and attempted to re-align with the runway; which put it in an unusual attitude back to the right; almost stalling before recovering and executing the missed approach. During the maneuver; aircraft X came extremely close; approximately 100 feet or so; to aircraft lined up on [the taxiway] waiting to takeoff xxl. From the tower; we could see the aircraft tracks in the grass where the aircraft touched down after the event.
