Narrative:

On 8/90 I received a preflight briefing for an IFR trip between ekm and rid. A part of this briefing included an fdc NOTAM re: a new parallel runway at ekm. The only 27.9 was now 27R and 9L with the new one being 27L and 9R. The commercial approach charts (and noa) dated 4/90 and 7-9/90 do not have left(eft)/right(ight) designations for the approachs serving those runways. The charts are current. I departed 3TR to pick up passenger at ekm. My first approach clearance was for VOR 9L. Because I had no approach chart for a 9L or 9R. I asked the sbn approach controller a couple of times to verify the approach to be made. On my first approach I only saw the ground twice and then only briefly. The second approach was the sdf runway 27L must as I was ready to go around, I saw and landed on runway 27L. The sdf runway 27 approach lines up on what is now 27R. After landing, the tower controller made no mention of the fact that I had landed on the wrong runway. In fact, he said that they had put the runway lights on both runways too high. At the time I landed, there were no departures waiting for takeoff and I don't believe anyone else was right behind me on the approach. I had heard approach talking to someone while I was on approach frequency. After explaining my passenger I got my clearance. I taxied up to but hold short of 27L. When ready for takeoff, I called tower. There was an small aircraft taxiing back and I believed this to have been the other traffic I had heard. Therefore, when the tower called me back, I thought I heard 'position and hold for IFR release,' and I taxied onto 27L. A minute or so passed and then the tower called and said he had not cleared me onto any runway, but gave no directions for me to follow. He also stated there was an aircraft inbound on the approach. Not knowing what the tower wanted or expected me to do, I sat there on the approach end of 27L. After another minute or so, an small transport landed. I was then cleared for takeoff on 27L. I believe the confusion came when the tower called me as I sat behind the hold lines. What I imagine he really said was 'hold your position for IFR release, not 'position and hold for IFR release.' but again, since I saw the small aircraft taxiing back, I thought there was no traffic problem.

MY FIRST APCH CLRNC WAS FOR VOR 9L. BECAUSE I HAD NO APCH CHART FOR A 9L OR 9R. I ASKED THE SBN APCH CTLR A COUPLE OF TIMES TO VERIFY THE APCH TO BE MADE. ON MY FIRST APCH I ONLY SAW THE GND TWICE AND THEN ONLY BRIEFLY. THE SECOND APCH WAS THE SDF RWY 27L MUST AS I WAS READY TO GO AROUND, I SAW AND LANDED ON RWY 27L. THE SDF RWY 27 APCH LINES UP ON WHAT IS NOW 27R. AFTER LNDG, THE TWR CTLR MADE NO MENTION OF THE FACT THAT I HAD LANDED ON THE WRONG RWY. IN FACT, HE SAID THAT THEY HAD PUT THE RWY LIGHTS ON BOTH RWYS TOO HIGH. AT THE TIME I LANDED, THERE WERE NO DEPS WAITING FOR TKOF AND I DON'T BELIEVE ANYONE ELSE WAS RIGHT BEHIND ME ON THE APCH. I HAD HEARD APCH TALKING TO SOMEONE WHILE I WAS ON APCH FREQ. AFTER EXPLAINING MY PAX I GOT MY CLRNC. I TAXIED UP TO BUT HOLD SHORT OF 27L. WHEN READY FOR TKOF, I CALLED TWR. THERE WAS AN SMA TAXIING BACK AND I BELIEVED THIS TO HAVE BEEN THE OTHER TFC I HAD HEARD. THEREFORE, WHEN THE TWR CALLED ME BACK, I THOUGHT I HEARD 'POS AND HOLD FOR IFR RELEASE,' AND I TAXIED ONTO 27L. A MINUTE OR SO PASSED AND THEN THE TWR CALLED AND SAID HE HAD NOT CLRED ME ONTO ANY RWY, BUT GAVE NO DIRECTIONS FOR ME TO FOLLOW. HE ALSO STATED THERE WAS AN ACFT INBND ON THE APCH. NOT KNOWING WHAT THE TWR WANTED OR EXPECTED ME TO DO, I SAT THERE ON THE APCH END OF 27L. AFTER ANOTHER MINUTE OR SO, AN SMT LANDED. I WAS THEN CLRED FOR TKOF ON 27L. I BELIEVE THE CONFUSION CAME WHEN THE TWR CALLED ME AS I SAT BEHIND THE HOLD LINES. WHAT I IMAGINE HE REALLY SAID WAS 'HOLD YOUR POS FOR IFR RELEASE, NOT 'POS AND HOLD FOR IFR RELEASE.' BUT AGAIN, SINCE I SAW THE SMA TAXIING BACK, I THOUGHT THERE WAS NO TFC PROB.
