Narrative:

I was being radar vectored by ny approach to the kingston VOR for the VOR-a approach. 3 mi west of the VOR I was cleared for the approach and a frequency change to the millbrook CTAF. I flew the full approach and landed. I called ny approach to cancel IFR and the controller asked if I had flown the procedure turn. I said yes. He said I should not have, and that my flying the procedure turn (hold) caused other traffic to be delayed. I said that I was sorry but had thought the clearance required/allowed the full procedure. In hindsight I should have asked the controller if the full procedure was required/allowed. Also, it would have been helpful and prevented the misunderstanding if he had said 'no procedure turn' at the time he cleared me for the approach.

Title: SMA PLT VECTORED FOR VOR APCH COMPLETES PROC TURN IN ERROR.

Narrative: I WAS BEING RADAR VECTORED BY NY APCH TO THE KINGSTON VOR FOR THE VOR-A APCH. 3 MI W OF THE VOR I WAS CLRED FOR THE APCH AND A FREQ CHANGE TO THE MILLBROOK CTAF. I FLEW THE FULL APCH AND LANDED. I CALLED NY APCH TO CANCEL IFR AND THE CTLR ASKED IF I HAD FLOWN THE PROC TURN. I SAID YES. HE SAID I SHOULD NOT HAVE, AND THAT MY FLYING THE PROC TURN (HOLD) CAUSED OTHER TFC TO BE DELAYED. I SAID THAT I WAS SORRY BUT HAD THOUGHT THE CLRNC REQUIRED/ALLOWED THE FULL PROC. IN HINDSIGHT I SHOULD HAVE ASKED THE CTLR IF THE FULL PROC WAS REQUIRED/ALLOWED. ALSO, IT WOULD HAVE BEEN HELPFUL AND PREVENTED THE MISUNDERSTANDING IF HE HAD SAID 'NO PROC TURN' AT THE TIME HE CLRED ME FOR THE APCH.
