Narrative:

I was working clearance delivery/FD (flight data) in the tower. I was about to give a relief briefing when I heard the trainee clear a turboprop aircraft for takeoff. I glanced at the radar and there was a boeing 737 on a one mile final at 160kts. I was about to speak up because it was never going to work. But the trainer spoke up and told the trainee to make a decision; 'send him around'. The trainee sent him around and it was ugly! The boeing 737 almost over took the turboprop aircraft. I witnessed the trainer take over to pull the airplanes apart. It is my opinion that this trainee doesn't have the ability to work safely at clt. I've witnessed other examples of the lack of judgment and lapses in concentration by this trainee. None as close as this one.

Title: CLT controller reported to have observed a Developmental clear a turboprop aircraft for takeoff with a Boeing 737 on one mile final. The Boeing 737 required a go-around to miss the turboprop aircraft.
