Narrative:
Cleared for takeoff on rw 16L at ZZZ; I transferred control to the first officer. Shortly afterwards at 15 KIAS the first officer advised he had no rudder authority with the aircraft swerving to the left. I took control and used nose-wheel steering; brakes; and reverse to keep the aircraft on the runway. We were able to taxi clear and back to parking. The maintenance supervisor advised either that the anti-skid control box or the master brake valve had failed on the left side and the 4 tires on the left side needed changing.ZZZ maintenance advised either the anti-skid control box or the master brake valve had failed.

Title: B767 flight crew reported during taxi the aircraft swerved to the left and there was no rudder steering authority.
Narrative: Cleared for takeoff on RW 16L at ZZZ; I transferred control to the First Officer. Shortly afterwards at 15 KIAS the FO advised he had no rudder authority with the aircraft swerving to the left.
