Narrative:

I observed a tow plane hit the power lines on approach to runway xx with their towline [twice]. During the [first] contact; the towline hook was sheared off by an electrical spark. The airport main hangar lost power. The tow plane was flying way too low; even for a normal approach to the paved runway.the second time they contacted the power line roughly less than five feet from the power pole with the transformer on it. There was no electrical sparks or power loss like first event. I attempted to contact the operator on the ground with my handheld radio to inform them. Unable to raise them; I contacted one of their crew overhead and asked they relay the message to their flight operations.
