Narrative:
Load planner called dispatch after aircraft pushback asking to have aircraft return back to gate for a hazmat loading error. Flight was just getting off the ground; so unable to return and correct hazmat loading error. Load planner explained that biohazard needed to be surrounded by 15 bags and was not secured to their knowledge. I had load planner send flight detailed message explaining error and stated it was 2 lbs. Container that was un-spillable; but was not surrounded by 15 required bags and concurred with flight it was safe to continue.
