Narrative:

On downwind vector at 4000', 250 KTS approach reported an small aircraft Y at 1-2 O'clock climbing out of 2500 to 7500', mode C inoperative. A short time later I sighted small aircraft Y and took positive actin to avoid. We turned 60 degrees to the right and descended 500' to avoid small aircraft Y. Small aircraft Y passed 500' vertical and 500' horizontal, then returned to heading and altitude excellent job by controller! Very hazy conditions.
