Narrative:

Aircraft X departed mfr on a VFR local flight. The pilot requested VFR practice approaches. I informed the pilot that there would be a delay due to inbound IFR aircraft and to expect a 15-20min delay. I suggested they find an area to maneuver VFR until I could work them in. After I vectored the aircraft for about 6nm away from traffic the aircraft requested to cancel flight following. I terminated services and the aircraft proceeded to practice holding over oed VORTAC and then proceeded to fly an instrument approach to mfr all while not talking to me while I was working moderate traffic.I kept track of the aircraft because I tagged it up as 'traffic' since I knew they were going to be in the way and I didn't want to lose track of them. The tower controller at mfr fct informed me that the pilot had called him about the time he starting holding over oed and explained to him his intentions to fly approaches. The mfr tower controller instructed the pilot to call approach twice because he was also busy but the pilot refused. The aircraft was in the way of multiple aircraft and I even tried raising him twice in the blind with no luck. I didn't even considered he'd be talking to the tower that far out. I'm not sure what to recommend since mostly this was a pilot who wasn't really doing anything against the rules but was not safe although the pilot may have had a deviation since they didn't follow the towers instruction to contact approach.
