Narrative:
I was the controller in charge opening the facility in the morning. It was briefed to me the prior friday by management that runway 3/21 would be closed at XC00 local time; in order to accommodate construction. I printed the NOTAMS and every time for all taxiway connectors; lighting and instrument approach system was set for XC00 local. I failed to notice that runway 3/21 was NOTAM out at XA00 local. I was fielding calls from pocc; aircraft requesting clearances and also opening the facility and doing the opening checklist. I got a call from aircraft X a piper cub; to taxi to the active. The active was RWY8; with RWY3 on request (due to light winds less than 4kts). He chose RWY3 and I taxied him to RWY3 and subsequently cleared him for takeoff; without incident (despite runway 3/21 being NOTAM closed). I then realized shortly after that the time on the NOTAM was different than what was briefed to me; and I cut a new ATIS and took runway 3/21 off of it. The briefing I received from management in a pre-construction meeting was that runway 3/21 would close at XC00 local time. When I arrived in the morning the lighting system for runway 3/21 was still active as well. Better coordination between C/ncia (casper/natrona county international airport) and FAA management as to when the runway is actually closing; would have 100% prevented this. Also; more vigilance on my part as to the notams would have prevented it as well.
