Narrative:

No response to ACARS in range. No response to radio calls to station operations radio. ATC was advised of a medical situation during descent. No call to stat-md due to limited time to manage descent planning with relatively new first officer (first officer). I chose to [contact] ACARS dispatch about the limited medical info I had and limited time to land. I chose to expedite arrival rather than include stat-md. I believed dispatch would be a better point of call to tie resources together.austin is highly problematic due to the dramatic increased operations without proper management and training and lacking staffing. Very little coordination between above-wing and below-wing staff. Dispatch responded with ACARS to go to gate X. Marshallers were at gate Y and parked us there. Jet bridge operator had [to] run from one bridge to the other across the ramp after finally realizing where we were actually parked. ATC and dispatch were my only assets.I am filing more detail in an incident report about departure two days later out of aus. In short; our aircraft was late inbound; arriving at least 20 minutes after scheduled departure time. After deplanement; crew boarded and there was no flight release/weather paperwork. After 20-25 more minutes; still no paperwork and no response from operations on radio. First officer went to find anyone to help outside and found a ramper sitting in a baggage cart with the release/weather paperwork doing absolutely nothing.management obviously is complicit with lack of effective station auditing. Lack of communication with station operations is normal with few exceptions. Mandatory fom (flight operations manual) compliance to call station operations after landing is a compromise to sterile cockpit adherence because it almost always transmitting to unmonitored radio outside of [the main bases]. The threat of ground movement occurrences is compromised with a procedure that largely results in no return on investment.
