Narrative:

Upon arrival at the gate; the marshaller waved in the ground crew before the engines were shut down. As I did my quick flow and looked up to signal the engines were shutdown; the marshaller was already waving in ramp personnel. This happens at least once a week on my flights and is trending in the wrong direction. I have highlighted this issue many times in the past. They are merely going through the motions based on expectations and not following procedures.more training. More training. More training and highlight this issue until somebody gets the message. This is creating a very dangerous situation and it is not getting better. If this is not corrected; sooner or later there will be an aircraft with an inoperative APU; engines running; and people entering the safety zone.
