Narrative:

I was training on local and ground control combined. The trnee was already certified on ground control. MTR X landed runway 23 and was instructed to turn right on taxiway delta, taxi via delta, hold short of runway 31. He acknowledged, 'MTR X.' small aircraft Y was cleared touch and go runway 31. There were a couple other aircraft being sequenced. Small aircraft Y was midfield and airborne when MTR X forgot and crossed the departure end of the runway. My trnee told MTR X no delay crossing the rest of the runway and told to use caution, MTR crossing the departure end. There was not a problem of the 2 aircraft almost hitting--there was plenty of room--it just wasn't legal. I think a recurrence could be prevented if this facility didn't combine ground control and local control. Supplemental information from acn 153639: MTR X landed runway 23 and I instructed the pilot to 'turn right taxiway delta, taxi via delta, hold short runway 31.' the pilot acknowledged, 'MTR X.' at the time I had small aircraft Y in the touch and go pattern for runway 31, but before the incident occurred, I had 2 more small aircraft's inbound, and needed to locate their position for proper sequence. I had cleared the small aircraft Y for touch and go on runway 31. As the small aircraft Y began to depart on the go portion, I noticed MTR X crossing runway 31 at the departure end and immediately told him to 'cross the rest of runway 31, no delay,' and issued a cautionary advisory to the small aircraft Y at midfield. The pilot called later and said that he had been preoccupied in the cockpit, and offered his apologies.

Narrative: I WAS TRNING ON LCL AND GND CTL COMBINED. THE TRNEE WAS ALREADY CERTIFIED ON GND CTL. MTR X LANDED RWY 23 AND WAS INSTRUCTED TO TURN RIGHT ON TXWY DELTA, TAXI VIA DELTA, HOLD SHORT OF RWY 31. HE ACKNOWLEDGED, 'MTR X.' SMA Y WAS CLRED TOUCH AND GO RWY 31. THERE WERE A COUPLE OTHER ACFT BEING SEQUENCED. SMA Y WAS MIDFIELD AND AIRBORNE WHEN MTR X FORGOT AND CROSSED THE DEP END OF THE RWY. MY TRNEE TOLD MTR X NO DELAY XING THE REST OF THE RWY AND TOLD TO USE CAUTION, MTR XING THE DEP END. THERE WAS NOT A PROB OF THE 2 ACFT ALMOST HITTING--THERE WAS PLENTY OF ROOM--IT JUST WASN'T LEGAL. AT THE TIME I HAD SMA Y IN THE TOUCH AND GO PATTERN FOR RWY 31, BUT BEFORE THE INCIDENT OCCURRED, I HAD 2 MORE SMA'S INBND, AND NEEDED TO LOCATE THEIR POS FOR PROPER SEQUENCE. I HAD CLRED THE SMA Y FOR TOUCH AND GO ON RWY 31. AS THE SMA Y BEGAN TO DEPART ON THE GO PORTION, I NOTICED MTR X XING RWY 31 AT THE DEP END AND IMMEDIATELY TOLD HIM TO 'CROSS THE REST OF RWY 31, NO DELAY,' AND ISSUED A CAUTIONARY ADVISORY TO THE SMA Y AT MIDFIELD. THE PLT CALLED LATER AND SAID THAT HE HAD BEEN PREOCCUPIED IN THE COCKPIT, AND OFFERED HIS APOLOGIES.
