Narrative:
Found three circuit breakers (circuit breaker) with blue collars installed that do not properly deactivate them. One of the circuit breaker's was pushed in. I used a zip tie to deactivate the circuit breaker's. The collars listed in the manual do not keep the high demand circuit breaker's on 123VU panel of airbus from being pushed in.[cause] incorrect parts listed in engineering order (eo) when the task was accomplished and lack of awareness that the collars don't work as intended.[suggestion;] stop use of the eo until proper collars can be located.

Title: A Maintenance Technician reported that improper circuit breakers collars were being used to deactivate systems.
Narrative: Found three Circuit Breakers (CB) with blue collars installed that do not properly deactivate them. One of the CB's was pushed in. I used a zip tie to deactivate the CB's.
