Narrative:

The problem started when I was purchasing an aircraft located in GA, while I was living in oh. After the prepurchase inspection, I, the co-owner, and others flew down to inspect and preflight the aircraft. We checked through the logbooks and documents but were extremely rushed by the others with us. The owner stated that the airplane was currently IFR certified and had an annual a few months ago in march of 1990, we noticed these entries in the logbooks. I test flew the airplane with the owner and then purchased the aircraft. We flew the airplane from albany, GA, to berkeley county, sc, and arrived in am that night. On day I received a chkout in the airplane for insurance purposes and then flew the airplane to walterboro, sc. I went in the pattern for 3 lndgs. On monday we looked in the logbooks again and found nothing about an ELT check. We looked on the battery and it expired in april 1990. We also discovered there was no radio operators license in the airplane. We are currently getting in contact with the owner to find out about the radio operators license and are contacting a maintenance shop for a new ELT battery. The airplane will not leave the ground until everything is legal. The fact this was our first airplane and we were rushed by someone who had little to no knowledge of airplanes contributed to us missing the FCC license and expired ELT. Also trusting the owner that everything was current in the airplane.

Title: REPORTER PURCHASES AND FLYS ACFT WITH NO ACFT RADIO LICENSE AVAILABLE, AND ELT BATTERY EXPIRED.

Narrative: THE PROB STARTED WHEN I WAS PURCHASING AN ACFT LOCATED IN GA, WHILE I WAS LIVING IN OH. WE ARE CURRENTLY GETTING IN CONTACT WITH THE OWNER TO FIND OUT ABOUT THE RADIO OPERATORS LICENSE AND ARE CONTACTING A MAINT SHOP FOR A NEW ELT BATTERY. THE AIRPLANE WILL NOT LEAVE THE GND UNTIL EVERYTHING IS LEGAL. THE FACT THIS WAS OUR FIRST AIRPLANE AND WE WERE RUSHED BY SOMEONE WHO HAD LITTLE TO NO KNOWLEDGE OF AIRPLANES CONTRIBUTED TO US MISSING THE FCC LICENSE AND EXPIRED ELT. ALSO TRUSTING THE OWNER THAT EVERYTHING WAS CURRENT IN THE AIRPLANE.
