Narrative:

My facility was in the WX plan which prompted me to coordinate with the radar controller at P80 a heading for aircraft X. I requested a 010 heading and it was approved with P80. I should have asked for a 150 heading instead since aircraft X's initial fix was timee. I cannot recall if I had tried to switch aircraft X as soon as the a/C had made the turn off the departure end of runway 10L. The P80 controller who approved the heading and release called me to tell me that it was the wrong heading after aircraft X was airborne. They also asked me if I had another departure behind aircraft X and I told the P80 controller I did and it was an a/C on the LAVAA6 departure. During this exchange I may have been distracted and there may have been other duties I was preforming on ground control (ground control) or clearance delivery (clearance delivery) frequency. I believe P80 called me back when aircraft X was well north of the airport to have them switch frequency to departure. As soon as this happened I reached out to aircraft X and had the a/C switch to departure frequency. Apparently; he was below the MVA (minimum vectoring altitude) at 030 when he received turns from P80 to get the a/C in the right direction on course to timee and then as filed.

Title: PDX Tower Controller reported PC12 was level in a higher MVA area. Controller missed transfer of communications to TRACON.
