Narrative:

The captain was taxiing out flight from lga to orf and I the first officer was performing my duties. Lga ground was very busy that night. I had to listen close to get our taxi instructions. We were initially cleared to taxi the inner to J and eventually onto the outer for runway 13 to takeoff. It was obvious when we were on the outer behind about 18 other aircraft we would be about 25 before taking off. As we waited behind other aircraft on 'O' to cross runway 22 at F and east, the captain began speaking to the passenger via the interphone. I was listening to hear our clearance to cross runway 22, however, the radio was very congested and the captain talking to the passenger made it even harder to hear. The 2 jets in front of us were cleared to cross runway 22. As the 2 aircraft pushed the power up and began to roll towards the runway. I finally got him to stop the aircraft before crossing the runway but not before crossing halfway over the hold line. A light twin was instructed to go around and after the controller called us 3 times by the wrong call sign we xed the runway. Obviously, the captain should not be on the PA at that particular phase of taxiing.

Title: ACR MLG FOLLOWS TWO PRECEDING ACFT ACROSS RWY 22 AT LGA DURING TAXI BECAUSE CAPT WAS DISTR TALKING TO PASSENGERS OVER THE PA AND FAILED TO HOLD SHORT. NOSE GOT HALFWAY OVER THE HOLD LINE BEFORE THE FO ALERTED THE CAPT TO STOP.

Narrative: THE CAPT WAS TAXIING OUT FLT FROM LGA TO ORF AND I THE F/O WAS PERFORMING MY DUTIES. LGA GND WAS VERY BUSY THAT NIGHT. I HAD TO LISTEN CLOSE TO GET OUR TAXI INSTRUCTIONS. WE WERE INITIALLY CLRED TO TAXI THE INNER TO J AND EVENTUALLY ONTO THE OUTER FOR RWY 13 TO TKOF. IT WAS OBVIOUS WHEN WE WERE ON THE OUTER BEHIND ABOUT 18 OTHER ACFT WE WOULD BE ABOUT 25 BEFORE TAKING OFF. AS WE WAITED BEHIND OTHER ACFT ON 'O' TO CROSS RWY 22 AT F AND E, THE CAPT BEGAN SPEAKING TO THE PAX VIA THE INTERPHONE. I WAS LISTENING TO HEAR OUR CLRNC TO CROSS RWY 22, HOWEVER, THE RADIO WAS VERY CONGESTED AND THE CAPT TALKING TO THE PAX MADE IT EVEN HARDER TO HEAR. THE 2 JETS IN FRONT OF US WERE CLRED TO CROSS RWY 22. AS THE 2 ACFT PUSHED THE PWR UP AND BEGAN TO ROLL TOWARDS THE RWY. I FINALLY GOT HIM TO STOP THE ACFT BEFORE XING THE RWY BUT NOT BEFORE XING HALFWAY OVER THE HOLD LINE. A LIGHT TWIN WAS INSTRUCTED TO GO AROUND AND AFTER THE CTLR CALLED US 3 TIMES BY THE WRONG CALL SIGN WE XED THE RWY. OBVIOUSLY, THE CAPT SHOULD NOT BE ON THE PA AT THAT PARTICULAR PHASE OF TAXIING.
