Narrative:

We were cleared for a visibility approach to runway 24L to follow, but not to pass, air carrier Y large transport on an ILS runway 24R. We had both the airport and air carrier Y in sight. It was my first officer's leg. At this point approach control told us air carrier Y had slowed to 150 KTS to follow traffic. I instructed my first officer to increase speed to pull up along side of air carrier Y and I pushed the power levers forward. We increased speed to 180 KTS or better and proceeded to catch up. We both misjudged and passed air carrier Y by a 1/4 mi. We continued to slow to 130 KTS in order to allow air carrier Y to pass and pull ahead by 1/4 mi, so we would avoid his wake turbulence. The landing was done with nothing said by the air carrier Y crew or tower. We had been rescheduled by our dispatch to make a 7.5 hour day into a 7.8 hour day. Under normal conditions we would have had a 1 hour land break but by being rescheduled we lost that but did receive a 30 min break prior to this flight. We were both tired and hot and looking forward to getting off after one more leg. I believe the duty time regulations for 135 should be looked into. They favor the company too much and give the flight crew little, if any grounds to stand on in case something like this happens. Maybe 135 duty regulations should be the same as 121 regulations.

Title: COMMUTER SMT SPEED DEVIATION DURING PARALLEL APCH TO RWY 24L AT LAX. PASSED AN ACR ACFT THEY WERE TOLD TO FOLLOW.

Narrative: WE WERE CLRED FOR A VIS APCH TO RWY 24L TO FOLLOW, BUT NOT TO PASS, ACR Y LGT ON AN ILS RWY 24R. WE HAD BOTH THE ARPT AND ACR Y IN SIGHT. IT WAS MY F/O'S LEG. AT THIS POINT APCH CTL TOLD US ACR Y HAD SLOWED TO 150 KTS TO FOLLOW TFC. I INSTRUCTED MY F/O TO INCREASE SPD TO PULL UP ALONG SIDE OF ACR Y AND I PUSHED THE PWR LEVERS FORWARD. WE INCREASED SPD TO 180 KTS OR BETTER AND PROCEEDED TO CATCH UP. WE BOTH MISJUDGED AND PASSED ACR Y BY A 1/4 MI. WE CONTINUED TO SLOW TO 130 KTS IN ORDER TO ALLOW ACR Y TO PASS AND PULL AHEAD BY 1/4 MI, SO WE WOULD AVOID HIS WAKE TURB. THE LNDG WAS DONE WITH NOTHING SAID BY THE ACR Y CREW OR TWR. WE HAD BEEN RESCHEDULED BY OUR DISPATCH TO MAKE A 7.5 HR DAY INTO A 7.8 HR DAY. UNDER NORMAL CONDITIONS WE WOULD HAVE HAD A 1 HR LAND BREAK BUT BY BEING RESCHEDULED WE LOST THAT BUT DID RECEIVE A 30 MIN BREAK PRIOR TO THIS FLT. WE WERE BOTH TIRED AND HOT AND LOOKING FORWARD TO GETTING OFF AFTER ONE MORE LEG. I BELIEVE THE DUTY TIME REGS FOR 135 SHOULD BE LOOKED INTO. THEY FAVOR THE COMPANY TOO MUCH AND GIVE THE FLT CREW LITTLE, IF ANY GNDS TO STAND ON IN CASE SOMETHING LIKE THIS HAPPENS. MAYBE 135 DUTY REGS SHOULD BE THE SAME AS 121 REGS.
