Narrative:

We were descending from cruise. The captain (the PF) was handling radio communications with minneapolis center while I was using the #2 communication to get WX from hibbing FSS which reported 1100' obscured visibility 1 1/2 mi with fog. Winds were 200 degree at 14 KTS. After I briefed the captain and we agreed on the localizer (back course) runway 13 at hibbing. Shortly after that minneapolis center handed us off to duluth approach control. The captain called duluth approach control, while I talked with company. When I finished talking with company, the captain said part of the communications with approach were cut out by me when using the transmit button when talking to company, but that we were to intercept the 20 DME ATC for the localizer (back course) runway 13 approach. Shortly after intercepting the arc, we were cleared for the approach and to hibbing FSS for advisories. We flew the localizer (back course) runway 13 approach to MDA (1780' and 1 mi of visibility) then missed the approach. After contact with duluth approach we were informed that WX at hibbing was 400 obscured 3/4 mi visibility. After which we flew the ILS runway 31 approach and landed. Later the captain felt the communications with approach control that were cut out may have been up dated WX which would have made attempting the back course approach against far. In retrospect, I feel at error for not clarifying with duluth approach the communications that were cut out.

Narrative: WE WERE DSNDING FROM CRUISE. THE CAPT CALLED DULUTH APCH CTL, WHILE I TALKED WITH COMPANY. WHEN I FINISHED TALKING WITH COMPANY, THE CAPT SAID PART OF THE COMS WITH APCH WERE CUT OUT BY ME WHEN USING THE XMIT BUTTON WHEN TALKING TO COMPANY, BUT THAT WE WERE TO INTERCEPT THE 20 DME ATC FOR THE LOC (BC) RWY 13 APCH. SHORTLY AFTER INTERCEPTING THE ARC, WE WERE CLRED FOR THE APCH AND TO HIBBING FSS FOR ADVISORIES. WE FLEW THE LOC (BC) RWY 13 APCH TO MDA (1780' AND 1 MI OF VISIBILITY) THEN MISSED THE APCH. IN RETROSPECT, I FEEL AT ERROR FOR NOT CLARIFYING WITH DULUTH APCH THE COMS THAT WERE CUT OUT.
