Narrative:

Small aircraft X called for an IFR clearance. He was VFR in non radar airspace. His flight plan was from statesboro to columbia, sc. I gave the aircraft a code to squawk. 2 mins later I asked the aircraft to say his position and altitude and based on his reply, I thought the aircraft was within my center's airspace. 3 mins after the aircraft was given the code to squawk I issued a clearance to small aircraft X and told him to reset transponder and report reaching 5000' which the aircraft immediately responded that he was level at 5000'. The aircraft was still non radar with me. 49 seconds after the clearance was given, the controller in atlanta center, augusta low sector called and asked if I was working small aircraft X. I replied yes and then I saw the code in atlanta center's airspace. I told the controller that the aircraft had reported in my airspace and I asked if he had been a problem with anyone. The controller said no and to switch him to his frequency. I did. The atlanta center controller told his supervisor I had violated his airspace and a deviation was filed. If jax center had better radar coverage in the area, the aircraft would have been radar idented in atlanta center's airspace and no clearance from jax center would have been issued.

Title: POP UP SMA WAS ISSUED AN IFR CLRNC WHILE IN ADJACENT FAC AIRSPACE.

Narrative: SMA X CALLED FOR AN IFR CLRNC. HE WAS VFR IN NON RADAR AIRSPACE. HIS FLT PLAN WAS FROM STATESBORO TO COLUMBIA, SC. I GAVE THE ACFT A CODE TO SQUAWK. 2 MINS LATER I ASKED THE ACFT TO SAY HIS POS AND ALT AND BASED ON HIS REPLY, I THOUGHT THE ACFT WAS WITHIN MY CTR'S AIRSPACE. 3 MINS AFTER THE ACFT WAS GIVEN THE CODE TO SQUAWK I ISSUED A CLRNC TO SMA X AND TOLD HIM TO RESET XPONDER AND RPT REACHING 5000' WHICH THE ACFT IMMEDIATELY RESPONDED THAT HE WAS LEVEL AT 5000'. THE ACFT WAS STILL NON RADAR WITH ME. 49 SECS AFTER THE CLRNC WAS GIVEN, THE CTLR IN ATLANTA CTR, AUGUSTA LOW SECTOR CALLED AND ASKED IF I WAS WORKING SMA X. I REPLIED YES AND THEN I SAW THE CODE IN ATLANTA CTR'S AIRSPACE. I TOLD THE CTLR THAT THE ACFT HAD RPTED IN MY AIRSPACE AND I ASKED IF HE HAD BEEN A PROB WITH ANYONE. THE CTLR SAID NO AND TO SWITCH HIM TO HIS FREQ. I DID. THE ATLANTA CTR CTLR TOLD HIS SUPVR I HAD VIOLATED HIS AIRSPACE AND A DEV WAS FILED. IF JAX CTR HAD BETTER RADAR COVERAGE IN THE AREA, THE ACFT WOULD HAVE BEEN RADAR IDENTED IN ATLANTA CTR'S AIRSPACE AND NO CLRNC FROM JAX CTR WOULD HAVE BEEN ISSUED.
