Narrative:
Aircraft X was on vectors to return to sjc shortly after departure from sjc due to electrical issues with the aircraft; negative emergency. Aircraft X was issued a heading and descent for altitude loss and sequencing to the airport. Aircraft X was instructed to descend and maintain 047; the pilot read back to descend and maintain 047. Aircraft X was observed descending below 047; a low altitude alert was issued with an immediate climb to 047. Aircraft X climbed to 047.
