Narrative:

Aircraft Y was taxiing around the west end to the runway. They were stopped at B on B1. A position relief briefing had just taken place and I remained present for the overlap. There were two aircraft passing B; Q1 onto a to pass in front of aircraft X. Aircraft X was told to hold short of Q1. Then aircraft Y was told to join B1 onto a. They did; right in front of aircraft X. I was shocked; but considered the pilot took the clearance literally. They passed no less than 30 ft in front of aircraft X by my estimation; whose nose was just about at B1 and a taxiway lines. There is no way I would have expected aircraft X to hold where they were with a clearance to hold short of Q1; or aircraft Y to drive right in front of aircraft X holding where they were. The controller should have said to aircraft Y 'join B1 onto a behind the crj'.

Title: SFO Tower Ground Controller reported observing an aircraft taxi in front of another aircraft; when intended to taxi behind it.
