Narrative:

Tower cleared us 'touch and go 35L.' as we touched down on 35L we caught sight of aircraft Y taking off from 17R so we applied breaks to come to a full stop. I called tower saying [we] just landed 35L and there is another aircraft overflying us that took off from 17R. Tower immediately told aircraft Y to side step to the right; then proceed south bound. I informed tower I was fully stopped on 35L and requested if we were clear for takeoff. Tower replied make left traffic; 35L cleared for takeoff. Tower informed aircraft Y that they are cleared touch and go for '35L; join the downwind for 35L' no number was given out that I know of. Apa tower is in the process of training a lot of new controllers right now. I believe part of the problem was that neither the pilot in aircraft Y or the new controller had enough situational awareness of where aircraft Y was in relation to the field and the pilot lined up for a touch and go on 17R instead of joining the downwind for 35L. Immediately after this aircraft Y also cut our aircraft off in the downwind.
