Narrative:

The ground controller gave me clearance to taxi to runway 21. I asked him if I should back-taxi down the runway. He said, 'yes you will!' I failed to switch to local control. I thought the same man was working both local and ground frequencys. There was no traffic in the area and no communications were necessary. I was going to switch to local, but I remembered when I landed off the previous flight, when I was taxiing in he said monitor ground. No clearance to enter the movement area, so I called ground control and he sounded upset that I bothered him again.

Title: FLT CREW OF LTT COMMUTER TAXIED ONTO ACTIVE RWY, NO CONTACT WITH LCL CTLR.

Narrative: THE GND CTLR GAVE ME CLRNC TO TAXI TO RWY 21. I ASKED HIM IF I SHOULD BACK-TAXI DOWN THE RWY. HE SAID, 'YES YOU WILL!' I FAILED TO SWITCH TO LCL CTL. I THOUGHT THE SAME MAN WAS WORKING BOTH LCL AND GND FREQS. THERE WAS NO TFC IN THE AREA AND NO COMS WERE NECESSARY. I WAS GOING TO SWITCH TO LCL, BUT I REMEMBERED WHEN I LANDED OFF THE PREVIOUS FLT, WHEN I WAS TAXIING IN HE SAID MONITOR GND. NO CLRNC TO ENTER THE MOVEMENT AREA, SO I CALLED GND CTL AND HE SOUNDED UPSET THAT I BOTHERED HIM AGAIN.
