Narrative:

Mishap occurred at dca while taxiing from terminal to active runway. WX was X-120 scattered 250 scattered 5H 72/68/2105/006. Taxiing form the gate at dca, ground control cleared us to taxi via taxiway I to hold short of taxiway K. After holding short at K, ground cleared us to cross runway 15 on K to hold short of runup pad for runway 18 to allow another aircraft out of the pad. As we made the turn form I to K, which is immediately crossing runway 15, we looked left and to the rear of as at the approach end of runway 15 and noticed an light transport landing and just about to touch down on runway 15. We made an abrupt stop managing to hold short of runway 15 just as the corp jet touched down. Dca tower and ground control failed to notice the aircraft landing on runway 15. It turned out the aircraft was cleared to land on runway 18, but landed on runway 15 completely unchked by tower or ground control. We queried ground control and ascertained that we indeed had been cleared to cross and alerted them of the aircraft landing on 15. Tower then called the aircraft and told him we had landed on the wrong runway, that he was cleared to land on runway 18. Tower told him to clear the runway and remain on the tower frequency. He switched to ground control anyway and ground cleared him to taxi to FBO. He proceeded across runway 17 in front of a landing air carrier large transport. The large transport was told to go around from approximately 50' in the flare. Thus, 2 near collisions were avoided. Upon calling the dca tower supervisor arriving at our next destination, I found it had been determined that the pilot of the corp jet was making his first approach to dca. Dca was using the roslyn lda approach following the river sebnd to visually land on 18. Dca tower was also conducting training at the time.

Title: WRONG RWY LNDG CAUSES CLOSE PROX BETWEEN ACR-MLG AND CPR-LTT, THEN LTT CONTINUES WITH A RWY TRANSGRESSION CAUSING A SECOND ACR LGT TO GO AROUND.

TAXIING FORM THE GATE AT DCA, GND CTL CLRED US TO TAXI VIA TXWY I TO HOLD SHORT OF TXWY K. AFTER HOLDING SHORT AT K, GND CLRED US TO CROSS RWY 15 ON K TO HOLD SHORT OF RUNUP PAD FOR RWY 18 TO ALLOW ANOTHER ACFT OUT OF THE PAD. AS WE MADE THE TURN FORM I TO K, WHICH IS IMMEDIATELY XING RWY 15, WE LOOKED LEFT AND TO THE REAR OF AS AT THE APCH END OF RWY 15 AND NOTICED AN LTT LNDG AND JUST ABOUT TO TOUCH DOWN ON RWY 15. WE MADE AN ABRUPT STOP MANAGING TO HOLD SHORT OF RWY 15 JUST AS THE CORP JET TOUCHED DOWN. DCA TWR AND GND CTL FAILED TO NOTICE THE ACFT LNDG ON RWY 15. IT TURNED OUT THE ACFT WAS CLRED TO LAND ON RWY 18, BUT LANDED ON RWY 15 COMPLETELY UNCHKED BY TWR OR GND CTL. WE QUERIED GND CTL AND ASCERTAINED THAT WE INDEED HAD BEEN CLRED TO CROSS AND ALERTED THEM OF THE ACFT LNDG ON 15. TWR THEN CALLED THE ACFT AND TOLD HIM WE HAD LANDED ON THE WRONG RWY, THAT HE WAS CLRED TO LAND ON RWY 18. TWR TOLD HIM TO CLR THE RWY AND REMAIN ON THE TWR FREQ. HE SWITCHED TO GND CTL ANYWAY AND GND CLRED HIM TO TAXI TO FBO. HE PROCEEDED ACROSS RWY 17 IN FRONT OF A LNDG ACR LGT. THE LGT WAS TOLD TO GO AROUND FROM APPROX 50' IN THE FLARE. THUS, 2 NEAR COLLISIONS WERE AVOIDED. UPON CALLING THE DCA TWR SUPVR ARRIVING AT OUR NEXT DEST, I FOUND IT HAD BEEN DETERMINED THAT THE PLT OF THE CORP JET WAS MAKING HIS FIRST APCH TO DCA. DCA WAS USING THE ROSLYN LDA APCH FOLLOWING THE RIVER SEBND TO VISUALLY LAND ON 18. DCA TWR WAS ALSO CONDUCTING TRNING AT THE TIME.
