Narrative:

The current departure procedures for runway 07 are a cause of concern. The 10-7 page and ops alert instructs crews to accept the CACAO4 and POAS4 departure. The SID's clearly state a turn at 4.0 NM [from] tio and 5500 ft - however the 10-7 page instructs crews the 5;500 ft is not achievable and to accept the SID when accepting an ATC clearance on the ground only to tell tower on the taxi out that you will start the turn at 4 nm regardless of altitude and then again to tell tower when you pass through 5;500 ft. This is a country that will let you do pretty much what you want and I find this 10-7 procedure questionable as I don't see the us allowing this.
