Narrative:
Sea tower apreq (approval request) aircraft X direct to renton. Local control; who answered the shout line; approved the route. Shortly after the local controller departed aircraft Y and shipped them to TRACON departure control without calling traffic on aircraft X. The two aircraft passed each other less than 1/4 mile and the same altitude. Aircraft Y filed a near midair collision with S46. The sea local controller was aware of the traffic but still issued the takeoff clearance and did not issue a traffic call.

Title: BFI Tower Controller and S46 TRACON Departure Controller reported a NMAC between a BFI IFR departure and a VFR aircraft transitioning through BFI's departure corridor.
Narrative: SEA Tower ApReq (Approval Request) Aircraft X direct to Renton. Local Control; who answered the shout line; approved the route. Shortly after the Local Controller departed Aircraft Y and shipped them to TRACON Departure Control without calling traffic on Aircraft X. The two aircraft passed each other less than 1/4 mile and the same altitude. Aircraft Y filed a NMAC with S46. The SEA Local Controller was aware of the traffic but still issued the takeoff clearance and did not issue a traffic call.
