Narrative:

I was working local control with moderate traffic when I cleared small aircraft to land runway 18. As I was scanning the runways, I noticed a red van, mo plates XXXX, coming from the north T hangars. The va turned onto taxiway C and accelerated to a moderate speed going toward runway 18 threshold. I immediately told ground that he had a veh going toward my runway. Ground responded that he didn't know who it was. With small aircraft on short final, I gave him a go around due to an unauthorized veh on his runway. The van apparently heard the aircraft throttling up to go around and stopped suddenly at the edge of the runway. The van then turned around and left the airport via an open gate by the GA terminal. An airport veh was able to get the van's license plate # as it was leaving the airport. To remedy this situation the airport needs to install limited access gates using cards or codes to enter the airport ramp areas.

Title: ACFT WAS SENT AROUND WHEN A VEHICLE DROVE ONTO THE ACTIVE RWY.

Narrative: I WAS WORKING LCL CTL WITH MODERATE TFC WHEN I CLRED SMA TO LAND RWY 18. AS I WAS SCANNING THE RWYS, I NOTICED A RED VAN, MO PLATES XXXX, COMING FROM THE N T HANGARS. THE VA TURNED ONTO TXWY C AND ACCELERATED TO A MODERATE SPD GOING TOWARD RWY 18 THRESHOLD. I IMMEDIATELY TOLD GND THAT HE HAD A VEH GOING TOWARD MY RWY. GND RESPONDED THAT HE DIDN'T KNOW WHO IT WAS. WITH SMA ON SHORT FINAL, I GAVE HIM A GAR DUE TO AN UNAUTH VEH ON HIS RWY. THE VAN APPARENTLY HEARD THE ACFT THROTTLING UP TO GO AROUND AND STOPPED SUDDENLY AT THE EDGE OF THE RWY. THE VAN THEN TURNED AROUND AND LEFT THE ARPT VIA AN OPEN GATE BY THE GA TERMINAL. AN ARPT VEH WAS ABLE TO GET THE VAN'S LICENSE PLATE # AS IT WAS LEAVING THE ARPT. TO REMEDY THIS SITUATION THE ARPT NEEDS TO INSTALL LIMITED ACCESS GATES USING CARDS OR CODES TO ENTER THE ARPT RAMP AREAS.
