Narrative:

After landing on wet runway, braking action failed for yet unknown reason causing aircraft to depart end of runway. Callback conversation with reporter revealed the following: reporter states there is a flaw in the system such that a nice easy landing is counterproductive. A major flight training organization had this same thing happen to them and now teaches to plant the aircraft firmly on the end of the runway. If that does not occur the squat switch will not engage due to lack of compression of the strut and braking will not engage. Mfr of course says this does not occur, but experience shows it does. He is living proof. Supplemental information from acn 151925: departed mle at 1300 lt. Normal takeoff, en route cruise, approach and T/D. After T/D on 4100' long runway, had no brakes on light transport. Aircraft not equipped with thrust reversers or drag chute. We had no sensation of deceleration due to braking efforts. Aircraft left runway, rolled down on embankment and stopped after colliding with a barbed-wire fence and very small trees (saplings). I feel the captain did a good job of maintain control of aircraft throughout the entire incident. Callback conversation with reporter revealed the following: reporter states the anti-lock braking needs to be compressed some way or the micro switch won't allow the brakes to engage. Suggested his captain would explain more.

ACFT NOT EQUIPPED WITH THRUST REVERSERS OR DRAG CHUTE. WE HAD NO SENSATION OF DECELERATION DUE TO BRAKING EFFORTS. ACFT LEFT RWY, ROLLED DOWN ON EMBANKMENT AND STOPPED AFTER COLLIDING WITH A BARBED-WIRE FENCE AND VERY SMALL TREES (SAPLINGS). I FEEL THE CAPT DID A GOOD JOB OF MAINTAIN CTL OF ACFT THROUGHOUT THE ENTIRE INCIDENT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATES THE ANTI-LOCK BRAKING NEEDS TO BE COMPRESSED SOME WAY OR THE MICRO SWITCH WON'T ALLOW THE BRAKES TO ENGAGE. SUGGESTED HIS CAPT WOULD EXPLAIN MORE.
