Narrative:

Small transport was cleared to taxi into position and hold. Upon the final visibility sweep before taking runway 33, the crew of small transport spotted an light transport on short final to runway 33. We immediatley queried the tower controller about his action of clearing us onto the runway. He then instructed us to hold short, then said, 'thanks.' after the light transport rolled off the runway, we were then cleared for immediate takeoff. Once en route, we were requested by the tower through washington approach to call the dca tower collect upon landing at lunken airport. Upon calling the tower supervisor on duty after landing, the supervisor explained the situation as 'a breakdown in communications' in the tower between the controller and his assistant. He mentioned that the controller was given 'a talking to' and was listening to the tapes of the incident and 'doing some reading.' the supervisor took full responsibility for the entire incident in our conversation.

Title: ATCT LCL DEVELOPMENTAL CTLR CLEARED AN ACFT INTPO POSITION TO HOLD WITH ANOTHER ACFT ON A VERY SHORT FINAL APCH.

Narrative: SMT WAS CLRED TO TAXI INTO POS AND HOLD. UPON THE FINAL VIS SWEEP BEFORE TAKING RWY 33, THE CREW OF SMT SPOTTED AN LTT ON SHORT FINAL TO RWY 33. WE IMMEDIATLEY QUERIED THE TWR CTLR ABOUT HIS ACTION OF CLRING US ONTO THE RWY. HE THEN INSTRUCTED US TO HOLD SHORT, THEN SAID, 'THANKS.' AFTER THE LTT ROLLED OFF THE RWY, WE WERE THEN CLRED FOR IMMEDIATE TKOF. ONCE ENRTE, WE WERE REQUESTED BY THE TWR THROUGH WASHINGTON APCH TO CALL THE DCA TWR COLLECT UPON LNDG AT LUNKEN ARPT. UPON CALLING THE TWR SUPVR ON DUTY AFTER LNDG, THE SUPVR EXPLAINED THE SITUATION AS 'A BREAKDOWN IN COMS' IN THE TWR BTWN THE CTLR AND HIS ASSISTANT. HE MENTIONED THAT THE CTLR WAS GIVEN 'A TALKING TO' AND WAS LISTENING TO THE TAPES OF THE INCIDENT AND 'DOING SOME READING.' THE SUPVR TOOK FULL RESPONSIBILITY FOR THE ENTIRE INCIDENT IN OUR CONVERSATION.
