Narrative:

Aircraft X was a go-around at lax. The tower put the aircraft on a 290 heading toward higher MVA. I climbed the aircraft to 5;000 and told to expedite for the MVA. For previous 30 plus years we could use the .65 ruling that if the aircraft is above the obstruction you can enter MVA below but that is taken away. The aircraft was below MVA but he was over the ocean so I never felt uncomfortable.bring back the .65 rules to allow us to turn in MVA after aircraft is above obstacle. Redraw MVA maps. Why is the MVA 4000 over the ocean?
