Narrative:

During the goodwill games in sea, special prohibited airspace was established around certain areas and venues. The FAA had published a map denoting these sites, as I was aware. I, as a private pilot soloing for my single engine sea rating, was practicing takeoffs and lndgs on 7/sat/90 on lake washington. I needed a smooth water landing to complete this day's training, so I landed near 1 particular prohibited zone, but outside it. Apparently the water in which I landed was in a restr zone not depicted on the airspace mpa, as I was stopped by the coast guard. Upon stopping, I was asked to submit my pilot's license and the information turned over to the FAA. I feel I exercised good judgement as an airman by avoiding the prohibited airspace, but I was completed unaware of the water restrs, as I should have as a seaplane skipper. This incident could have been avoided if my instrument had advised me, or if the FBO had posed what information for its pilots and students. But ultimately, the fault is mine. Landing sites and information of this sort are the sole responsiblity of the PIC, and should be included in the preflight.

Title: FLOAT PLANE PLT LANDS ON LAKE NEAR A DEPICTED OSUA AREA DURING THE GOODWILL GAMES AND FINDS OUT FROM THE COAST GUARD THAT THE WATER HE LANDED ON WAS WITHIN THE RESTRICTED 1 MILE AREA AS SPECIFIED ON THE VFR AREA CHART.

Narrative: DURING THE GOODWILL GAMES IN SEA, SPECIAL PROHIBITED AIRSPACE WAS ESTABLISHED AROUND CERTAIN AREAS AND VENUES. THE FAA HAD PUBLISHED A MAP DENOTING THESE SITES, AS I WAS AWARE. I, AS A PVT PLT SOLOING FOR MY SINGLE ENG SEA RATING, WAS PRACTICING TKOFS AND LNDGS ON 7/SAT/90 ON LAKE WASHINGTON. I NEEDED A SMOOTH WATER LNDG TO COMPLETE THIS DAY'S TRNING, SO I LANDED NEAR 1 PARTICULAR PROHIBITED ZONE, BUT OUTSIDE IT. APPARENTLY THE WATER IN WHICH I LANDED WAS IN A RESTR ZONE NOT DEPICTED ON THE AIRSPACE MPA, AS I WAS STOPPED BY THE COAST GUARD. UPON STOPPING, I WAS ASKED TO SUBMIT MY PLT'S LICENSE AND THE INFO TURNED OVER TO THE FAA. I FEEL I EXERCISED GOOD JUDGEMENT AS AN AIRMAN BY AVOIDING THE PROHIBITED AIRSPACE, BUT I WAS COMPLETED UNAWARE OF THE WATER RESTRS, AS I SHOULD HAVE AS A SEAPLANE SKIPPER. THIS INCIDENT COULD HAVE BEEN AVOIDED IF MY INSTR HAD ADVISED ME, OR IF THE FBO HAD POSED WHAT INFO FOR ITS PLTS AND STUDENTS. BUT ULTIMATELY, THE FAULT IS MINE. LNDG SITES AND INFO OF THIS SORT ARE THE SOLE RESPONSIBLITY OF THE PIC, AND SHOULD BE INCLUDED IN THE PREFLT.
