Narrative:

Upon approaching the white plains/westchester county airport under control of ny approach crossing the hudson river on an assigned heading of 130 degree. The WX reported at westchester was VFR with no reported ceiling and excellent visibility of 15 mi. We noticed an small aircraft in our 12 O'clock position at the same altitude and flying in the same direction. Since I felt that the traffic might cause a conflict I advised the first officer to turn 30 degree to the right and advised approach. Approach cleared us for the visibility to runway 34. Approach advised us to contact tower. While turning final and intercepting the ILS we contacted tower. Tower answered: 'air carrier X cleared to land.' when crossing 4.0 DME an small aircraft approaching the airport from the west made an initial call to the tower where upon the tower answered: ' small aircraft turn inside us cleared to land.' we could not believe hearing that. Our approach speed at that time was 120 KTS while we saw the small aircraft turn an approximately 2 mi final at a speed of half of ours. We passed half a mi when the small aircraft xed the threshold in the flare. Tower still gave no warning nor restriction where upon I decided I was time to commence the go around. Approach vectored us around to a 5.0 DME right base and cleared us for the visibility. Then approach advised us to contact tower. Tower responded: 'air carrier X cleared to land.' passing the 4.0 DME we noticed an small aircraft approaching the airport from the east. The small aircraft continued its approach and turned in front of us. We were that close that we could read his registration number on the side of the fuselage. To avoid him we turned a hard 90 degree to the right breaking off our approach. I advised tower that we were on a second go around. Tower replied yelling at us that if we would shut up he would take are of us. Passing 1500' tower yelled at us to contact approach. Never at any time did approach nor tower restricted us or advised us to follow any traffic inbound to the airport. We turned and joined the ILS for 34 again. At 4.0 DME tower had not given us any clearance to land so I advised him that we were 4.0 DME final where upon tower yelled at us that we kept cutting him off so that he could not take care of the problems. Tower advised us that we were cleared to land and started to yell again. My personal feeling is that during these incidents the tower controller was extremely tense at all times as if he was going to loose it any time. I feel like all this could have been prevented if either tower or approach would have us advised to follow traffic.

SINCE I FELT THAT THE TFC MIGHT CAUSE A CONFLICT I ADVISED THE F/O TO TURN 30 DEG TO THE R AND ADVISED APCH. APCH CLRED US FOR THE VIS TO RWY 34. APCH ADVISED US TO CONTACT TWR. WHILE TURNING FINAL AND INTERCEPTING THE ILS WE CONTACTED TWR. TWR ANSWERED: 'ACR X CLRED TO LAND.' WHEN XING 4.0 DME AN SMA APCHING THE ARPT FROM THE W MADE AN INITIAL CALL TO THE TWR WHERE UPON THE TWR ANSWERED: ' SMA TURN INSIDE US CLRED TO LAND.' WE COULD NOT BELIEVE HEARING THAT. OUR APCH SPD AT THAT TIME WAS 120 KTS WHILE WE SAW THE SMA TURN AN APPROX 2 MI FINAL AT A SPD OF HALF OF OURS. WE PASSED HALF A MI WHEN THE SMA XED THE THRESHOLD IN THE FLARE. WE WERE THAT CLOSE THAT WE COULD READ HIS REGISTRATION NUMBER ON THE SIDE OF THE FUSELAGE. TO AVOID HIM WE TURNED A HARD 90 DEG TO THE R BREAKING OFF OUR APCH. I ADVISED TWR THAT WE WERE ON A SECOND GO AROUND. TWR REPLIED YELLING AT US THAT IF WE WOULD SHUT UP HE WOULD TAKE ARE OF US. PASSING 1500' TWR YELLED AT US TO CONTACT APCH. NEVER AT ANY TIME DID APCH NOR TWR RESTRICTED US OR ADVISED US TO FOLLOW ANY TFC INBND TO THE ARPT. WE TURNED AND JOINED THE ILS FOR 34 AGAIN. AT 4.0 DME TWR HAD NOT GIVEN US ANY CLRNC TO LAND SO I ADVISED HIM THAT WE WERE 4.0 DME FINAL WHERE UPON TWR YELLED AT US THAT WE KEPT CUTTING HIM OFF SO THAT HE COULD NOT TAKE CARE OF THE PROBS. TWR ADVISED US THAT WE WERE CLRED TO LAND AND STARTED TO YELL AGAIN. MY PERSONAL FEELING IS THAT DURING THESE INCIDENTS THE TWR CTLR WAS EXTREMELY TENSE AT ALL TIMES AS IF HE WAS GOING TO LOOSE IT ANY TIME. I FEEL LIKE ALL THIS COULD HAVE BEEN PREVENTED IF EITHER TWR OR APCH WOULD HAVE US ADVISED TO FOLLOW TFC.
