Narrative:

While briefing for our flight we came across this NOTAM for the SNSHN2 RNAV departure from ont. The clearance had us departing runway 08L SNSHN2 las transition. At first glance of the departure chart; there are numerous altitude and speed restrictions. Then we referenced the NOTAM for this departure. The best I can tell; there are four procedure modifications contained in this one NOTAM. The captain and I were in slight disagreement as to the application of this NOTAM and I believe it could be reworded or better yet; split into two separate NOTAMS. My interpretation of the NOTAM was as follows;• line 1; add note to maintain 250 knots unless otherwise directed• line 2; disregard speed restrictions at stated intersections. (Not a factor for this report)• line 3; disregard note for speed restrictions at stated intersections. (Not a factor)• line 4; disregard note maintain at or below 250 knots unless otherwise directedthere are just too many modifications; the first and last of which caused confusion for us. I read the first line as 'adding' the note although it is not specifically stated as such and further down cancelling the 250 or less restriction. To me this says; 'maintain 250 knots and disregard note instructing us to fly 250 or less.' or more simply stated; fly 250 knots on the nose. The captain did not interpret it the same way. The captain interpreted the first and last statement as being related and thus cancelling all but the initial 210-knot speed restriction when reading all four statements. We did however; agree to interpret it conservatively until getting clarification from socal departure. So we planned to depart runway 08L; honor the 210 knot speed prior to the initial turn; then meet all altitude constraints and maintain 250 knots unless otherwise directed. This method would not violate any restriction by the two ways we interpreted the NOTAM. In practice; we departed on the procedure without incident. What I found interesting is that when I queried the socal controller on what speed they expected us to fly with the NOTAM modifications she replied; 'just fly the published speeds.' the NOTAM definitely doesn't suggest we do that. Right after our exchange socal switched us to la center. On check in the controller gave us a direct clearance and stated; 'resume normal speed' and the confusion ended there.
