Narrative:

We had completed deice/anti-icing and began taxiing for departure. During this time we waited to configure the flaps for takeoff because we were in icing conditions with active precipitation. We planned to wait until we reached the hold short line to set the flaps for takeoff and complete the before takeoff checklist. We were anticipating a brief wait before departure for a wheels up time but upon approaching the end we were cleared for takeoff with traffic on approximately a six mile final. We then completed the before takeoff checklist. Next; we took the runway for a static takeoff. Earlier; we briefed [the takeoff]; flaps 18; static takeoff. When the first officer applied power for the takeoff and we just began the roll; I had remembered it was a flaps 18 takeoff and the flaps were set to 9. At this time I vocalized that the flaps were supposed to be 18 to the first officer and he instinctively called for flaps 18. As a reaction to his callout; I set the flaps to 18 and immediately called 'abort; abort; abort'. The first officer then accomplished the rejected takeoff procedure. After safely exiting the runway we accomplished the after landing checklist; received an amended release from dispatch; and got deiced again before departing and completing the flight as originally planned.
