Narrative:

While setting up for a GPS approach; I got a visual on the runway and told approach I was cancelling IFR and squawking VFR. I was outside of controlled airspace in VFR conditions. The controller refused to let me go VFR. Controller told me to get back on the IFR code and proceeded to vector me into IFR conditions. I've never been refused when cancelling IFR before? Then they asked to call about a possible pilot deviation. When I did I asked them why they wouldn't allow me to cancel my IFR flight. The controller hung up the phone on me!? The IFR cancellation was loud and clear.
