Narrative:

On quiet bridge visibility runway 28R to sfo, bay TRACON gave us 160 KTS and we contacted tower 10 mi out. Tower gave us 150 KTS and said we had an small aircraft 6 mi ahead. About 4 mi out, company widebody transport passed us going to runway 28L. The wind was 260 degrees at 12 KTS. I talked with widebody transport captain after we got on ground. He said bay TRACON assigned 180 KTS and he tried to slow down when he saw they were going to pass us, but was unable to do so with big differential in our speeds. I talked to sfo tower supervisor and he said bay TRACON did not have enough sep to prevent the widebody transport from passing us. He said there was only 1/2-1 mi interval between us when they turned the widebody transport in on runway 28L behind us. I called bay TRACON area manager and complained to him. He said he would review tapes and talk to controllers involved. (He mentioned they kept sep at minimum due to heavy aircraft waiting to depart 28L and right.) I feel this is very poor planning and controling by bay TRACON. There is not enough distance between runways for this close of an operation, especially with a left crosswind possibly blowing the widebody transport wake turbulence over to our flight path on runway 28R. This procedure can potentially be a very dangerous and disastrous situation, especially at such a low altitude. I had the same situation happen a few months prior to this on same approach.

HE SAID BAY TRACON ASSIGNED 180 KTS AND HE TRIED TO SLOW DOWN WHEN HE SAW THEY WERE GOING TO PASS US, BUT WAS UNABLE TO DO SO WITH BIG DIFFERENTIAL IN OUR SPDS. I TALKED TO SFO TWR SUPVR AND HE SAID BAY TRACON DID NOT HAVE ENOUGH SEP TO PREVENT THE WDB FROM PASSING US. HE SAID THERE WAS ONLY 1/2-1 MI INTERVAL BTWN US WHEN THEY TURNED THE WDB IN ON RWY 28L BEHIND US. I CALLED BAY TRACON AREA MGR AND COMPLAINED TO HIM. HE SAID HE WOULD REVIEW TAPES AND TALK TO CTLRS INVOLVED. (HE MENTIONED THEY KEPT SEP AT MINIMUM DUE TO HVY ACFT WAITING TO DEPART 28L AND R.) I FEEL THIS IS VERY POOR PLANNING AND CTLING BY BAY TRACON. THERE IS NOT ENOUGH DISTANCE BTWN RWYS FOR THIS CLOSE OF AN OPERATION, ESPECIALLY WITH A LEFT XWIND POSSIBLY BLOWING THE WDB WAKE TURB OVER TO OUR FLT PATH ON RWY 28R. THIS PROC CAN POTENTIALLY BE A VERY DANGEROUS AND DISASTROUS SITUATION, ESPECIALLY AT SUCH A LOW ALT. I HAD THE SAME SITUATION HAPPEN A FEW MONTHS PRIOR TO THIS ON SAME APCH.
