Narrative:

On climb out from ord runway 22L with an assigned heading of 180 degree and an assigned altitude of 5000', departure control asked us to increase our rate of climb, departure then stated we had missed the 4000'/8 DME crossing altitude of the O'hare eight departure (ord 8. Ord). We did not understand the 4000' restriction applied to our departure because it follows the narrative for aircraft departing on a 'heading from 330 clockwise through 060.' our assigned heading was 180 degree. The narrative would be clrer if the statement, 'all other aircraft cross chicago O'hare 8 DME at or above 4000', dropped the word 'other' and then the statement moved up to follow, 'all aircraft expect radar vectors to appropriate NAVAID/fix.'

Title: FLT CREW OF LGT DEPARTING ORD MISSED THE 8 MILE 4000' RESTRICTION.

Narrative: ON CLB OUT FROM ORD RWY 22L WITH AN ASSIGNED HDG OF 180 DEG AND AN ASSIGNED ALT OF 5000', DEP CTL ASKED US TO INCREASE OUR RATE OF CLB, DEP THEN STATED WE HAD MISSED THE 4000'/8 DME XING ALT OF THE O'HARE EIGHT DEP (ORD 8. ORD). WE DID NOT UNDERSTAND THE 4000' RESTRICTION APPLIED TO OUR DEP BECAUSE IT FOLLOWS THE NARRATIVE FOR ACFT DEPARTING ON A 'HDG FROM 330 CLOCKWISE THROUGH 060.' OUR ASSIGNED HDG WAS 180 DEG. THE NARRATIVE WOULD BE CLRER IF THE STATEMENT, 'ALL OTHER ACFT CROSS CHICAGO O'HARE 8 DME AT OR ABOVE 4000', DROPPED THE WORD 'OTHER' AND THEN THE STATEMENT MOVED UP TO FOLLOW, 'ALL ACFT EXPECT RADAR VECTORS TO APPROPRIATE NAVAID/FIX.'
