Narrative:

The problem was almost landing short of a displaced threshold on runway 35L at efd. The captain had a printout of the duat WX briefing which contained a NOTAM saying, 'efd 35L the relctd,' but after filing the flight plans while on duat, the captain forgot to read the NOTAMS as he took them off the printer. About 30 mi out from efd the copilot said he was going off frequency to get ATIS. The captain monitored ATC. Center made the handoff to houston approach while the copilot was getting ATIS. Copilot called approach and said, 'we have the information.' about 15 mi out, the captain attempted to get ATIS but it was very weak and difficult to understand. Before getting runway information, we were handed to another controller. Captain switched off ATIS to monitor ATC. The next controller asked if we had the information. The copilot said, 'we have 1234.' controller said, 'ATIS 5678 is current,' and gave us the efd WX. Having current WX, the captain made no further attempt to get ATIS. We were very quickly cleared for the approach and handed off to the eft tower who cleared us to land on 35L. About 1 mi from touchdown the captain observed a vehicle crossing the end of 35L. He asked the copilot to advise the tower. The tower controller said, 'affirmative, 35L is notamed as having a 1800' displaced threshold.' had the vehicle not crossed when it did, prompting us to inquire, we would have landed short of the displaced threshold as there were no marking or barriers on the runway to show the displaced threshold. In retrospect, the captain should have read the NOTAMS which were on his clipboard. The copilot's WX briefing from terre haute FSS before the flight should have included the NOTAMS but did not. The copilot should not have told the controller we had the information when he had ATIS from hobby airport, causing the captain to believe he had efd ATIS. (He later explained the reason he got hobby ATIS was he could not understand efd ATIS--headphones were being used. Later, on the efd ramp, the ATIS was still difficult to understand.) the captain should have realized that we did not have efd ATIS when the controller said that ATIS 5678 was current when the copilot had just gotten ATIS 1234. It would also have been helpful if the tower controller had mentioned the displaced threshold and the fact that there were men and equipment on the runway--especially since the runway was not marked.

Title: CPR FLT CREW COMES CLOSE TO LNDG SHORT ON RWY NOTAMED FOR DISPLACED THRESHOLD.

Narrative: THE PROB WAS ALMOST LNDG SHORT OF A DISPLACED THRESHOLD ON RWY 35L AT EFD. THE CAPT HAD A PRINTOUT OF THE DUAT WX BRIEFING WHICH CONTAINED A NOTAM SAYING, 'EFD 35L THE RELCTD,' BUT AFTER FILING THE FLT PLANS WHILE ON DUAT, THE CAPT FORGOT TO READ THE NOTAMS AS HE TOOK THEM OFF THE PRINTER. ABOUT 30 MI OUT FROM EFD THE COPLT SAID HE WAS GOING OFF FREQ TO GET ATIS. THE CAPT MONITORED ATC. CENTER MADE THE HDOF TO HOUSTON APCH WHILE THE COPLT WAS GETTING ATIS. COPLT CALLED APCH AND SAID, 'WE HAVE THE INFO.' ABOUT 15 MI OUT, THE CAPT ATTEMPTED TO GET ATIS BUT IT WAS VERY WEAK AND DIFFICULT TO UNDERSTAND. BEFORE GETTING RWY INFO, WE WERE HANDED TO ANOTHER CTLR. CAPT SWITCHED OFF ATIS TO MONITOR ATC. THE NEXT CTLR ASKED IF WE HAD THE INFO. THE COPLT SAID, 'WE HAVE 1234.' CTLR SAID, 'ATIS 5678 IS CURRENT,' AND GAVE US THE EFD WX. HAVING CURRENT WX, THE CAPT MADE NO FURTHER ATTEMPT TO GET ATIS. WE WERE VERY QUICKLY CLRED FOR THE APCH AND HANDED OFF TO THE EFT TWR WHO CLRED US TO LAND ON 35L. ABOUT 1 MI FROM TOUCHDOWN THE CAPT OBSERVED A VEHICLE XING THE END OF 35L. HE ASKED THE COPLT TO ADVISE THE TWR. THE TWR CTLR SAID, 'AFFIRMATIVE, 35L IS NOTAMED AS HAVING A 1800' DISPLACED THRESHOLD.' HAD THE VEHICLE NOT CROSSED WHEN IT DID, PROMPTING US TO INQUIRE, WE WOULD HAVE LANDED SHORT OF THE DISPLACED THRESHOLD AS THERE WERE NO MARKING OR BARRIERS ON THE RWY TO SHOW THE DISPLACED THRESHOLD. IN RETROSPECT, THE CAPT SHOULD HAVE READ THE NOTAMS WHICH WERE ON HIS CLIPBOARD. THE COPLT'S WX BRIEFING FROM TERRE HAUTE FSS BEFORE THE FLT SHOULD HAVE INCLUDED THE NOTAMS BUT DID NOT. THE COPLT SHOULD NOT HAVE TOLD THE CTLR WE HAD THE INFO WHEN HE HAD ATIS FROM HOBBY ARPT, CAUSING THE CAPT TO BELIEVE HE HAD EFD ATIS. (HE LATER EXPLAINED THE REASON HE GOT HOBBY ATIS WAS HE COULD NOT UNDERSTAND EFD ATIS--HEADPHONES WERE BEING USED. LATER, ON THE EFD RAMP, THE ATIS WAS STILL DIFFICULT TO UNDERSTAND.) THE CAPT SHOULD HAVE REALIZED THAT WE DID NOT HAVE EFD ATIS WHEN THE CTLR SAID THAT ATIS 5678 WAS CURRENT WHEN THE COPLT HAD JUST GOTTEN ATIS 1234. IT WOULD ALSO HAVE BEEN HELPFUL IF THE TWR CTLR HAD MENTIONED THE DISPLACED THRESHOLD AND THE FACT THAT THERE WERE MEN AND EQUIP ON THE RWY--ESPECIALLY SINCE THE RWY WAS NOT MARKED.
