Level at 9000', ric approach said to contact center. We contacted center and were cleared to FL230. Shortly center said contact orf approach. Checked in with orf approach. Climbing through 14100' approach said to maintain 13000'. Reported our altitude and immediately dove back to 13000'. Had heard orf give traffic to someone at 14000'. I believe center or approach were in error. Never saw any traffic. Filing this report just in case someone would try to blame me. Normally flying this route we contact orf approach leaving ric departure control area. Based at ric.

Title: CPR LTT FLT CREW ISSUED A CLRNC BY ARTCC TO FL230 BUT ON FREQ CHANGE TO APCH CTLR THE CLRNC WAS AMENDED TO 13000' BECAUSE OF TRAFFIC AT 14000'. REPORTER SAYS THIS FLT IS USUALLY HANDLED WITHOUT USING ZDC AND GOING FROM RIC DEP CTLR TO ORF APCH CTLR.

CLBING THROUGH 14100' APCH SAID TO MAINTAIN 13000'. RPTED OUR ALT AND IMMEDIATELY DOVE BACK TO 13000'. HAD HEARD ORF GIVE TFC TO SOMEONE AT 14000'. I BELIEVE CTR OR APCH WERE IN ERROR. NEVER SAW ANY TFC. FILING THIS RPT JUST IN CASE SOMEONE WOULD TRY TO BLAME ME. NORMALLY FLYING THIS RTE WE CONTACT ORF APCH LEAVING RIC DEP CTL AREA. BASED AT RIC.
