Narrative:

Aircraft X was luaw (line up and wait) with aircraft Y on final. I cleared aircraft X twice for takeoff with no response either time. Told aircraft Y to expect to go around and he acknowledged. Controller in charge/clearance delivery said he was going to try NORDO aircraft; I expected him to see if aircraft had switched to his frequency. I keyed up to say cleared for takeoff again to aircraft X but controller in charge was on my frequency asking if the aircraft was on; not exit the runway or cleared for takeoff- which was needed. I told him to get off my frequency and reached out to aircraft X again and had him exit the runway. Aircraft stopped on the taxiway. Controller in charge was distracting me explaining why he keyed up my frequency and I shouldn't tell him to get off my frequency; during this time I saw the aircraft stopped and keyed up to have aircraft move forward; but the asde alarmed and I had to send aircraft Y around. I tried to coordinate the go-around with the departure sector twice but they were too busy. Controller in charge was too angry to help me and coordinate so aircraft was switched to departure without coordination. Get permission before taking somebody's frequency and be clear. Help positions with coordination if they are busy. Do not be a distraction.

Title: SAN Tower Controller reported a NORDO aircraft on the runway caused confusion in the cab and the subsequent arrival to go-around.
