Narrative:
During descent into fsd; we were switched to msp center on freq 128.0. The loud side-tone/squelch/squeal was almost deafening and made comms with msp center difficult at best; dangerous at worst. Msp center stated; 'known problem with that freq; write it up.' so I am. Crosses the line into dangerous in my opinion.

Title: Air carrier Captain reported on descent into FSD the ZMP frequency 128.0 had a loud side-tone that was almost deafening and made communication with the Center difficult.
Narrative: During descent into FSD; we were switched to MSP center on freq 128.0.
