Ord's TRACON was OTS due to smoke in the tower. We filed to an intersection in lake michigan hoping to cancel and fly the rest of the trip VFR. The WX didn't cooperate. We then went IFR to kenosha, wi. We called pwk. They said the WX was VFR. We decided to make the 40 NM between kenosha and pwk VFR. We tuned our RNAV to waukegan to avoid their air traffic area. We believe our RNAV was not functioning accurately, as we came very close to their airport environment--5-6 mi estimated. We then turned 180 degrees to due north and called waukegan approach and picked up an IFR tower en route clearance. The problem arose when I filed an IFR flight plan to pwk and was advised that all arrs into ord's TRACON were on hold. Pressure from the owner of the company to be at pwk when our passenger arrived.

Narrative: ORD'S TRACON WAS OTS DUE TO SMOKE IN THE TWR. WE FILED TO AN INTXN IN LAKE MICHIGAN HOPING TO CANCEL AND FLY THE REST OF THE TRIP VFR. THE WX DIDN'T COOPERATE. WE BELIEVE OUR RNAV WAS NOT FUNCTIONING ACCURATELY, AS WE CAME VERY CLOSE TO THEIR ARPT ENVIRONMENT--5-6 MI ESTIMATED. WE THEN TURNED 180 DEGS TO DUE N AND CALLED WAUKEGAN APCH AND PICKED UP AN IFR TWR ENRTE CLRNC. THE PROB AROSE WHEN I FILED AN IFR FLT PLAN TO PWK AND WAS ADVISED THAT ALL ARRS INTO ORD'S TRACON WERE ON HOLD. PRESSURE FROM THE OWNER OF THE COMPANY TO BE AT PWK WHEN OUR PAX ARRIVED.
