Narrative:

We departed lvs around X am on a charter for the blm on an aerial survey. First contact with nellis control was in the north boundaries of A481. I instructed nellis control that I had the blm onboard and needed to inspect some land just north of the lv TCA and south of the desert national wildlife range. After receiving a squawk code, I was instructed to stay clear of the lv TCA. As we went behind the ridge I heard nellis control call several times, but they could not hear my xmissions. They continued to transmit to me in the blind to contact control on 126.95. After contacting control on 126.95 I informed them that I was going to squawk 1200 and would be continuing up highway 93 and would be too low to maintain radio contact. All transmission were acknowledged. As we proceeded northbound we entered the desert MOA-salley sector still squawking 1200 and monitoring nellis control on sector frequency 124.45. As we proceeded up kane springs I heard no calls from nellis control for small aircraft but could hear nellis control contacting several aircraft inbound to nellis. When we were approximately 5 mi southwest of elgin on the ridge line east of the delamar, we encountered a single fgt at our 2 O'clock position passing through a gap in the ridge. It was starting a left-hand turn toward us, but turned slightly back to the right passing approximately 200' off our left wig tip. Bout 1 mi later, still proceeding northbound along the ridge, we encountered 4 more low level fgts at our 2-3 O'clock position breaking over the ridge. 2 of the fgts broke hard to the left between the ridge and ourselves, the other 2 continued straight ahead and after passing us made a turn southbound. At that time we turned northwest up the gorge past elgin and blm personnel radioed his dispatch re: the encounter. I felt that the first fgt that saw us should have notified the other fgts of our position. After landing, we learned that nellis tried to warn up about th fgts. Not being able to contact us, could they have contacted their own aircraft? Corrective action: the fgt flts are now scheduled 90 days in advance and will be given to nellis to be put on their daily flight schedule. Nellis control will be contacted by aircraft before entering the MOA. Nellis control will be contacted by phone by dispatch at least 1 hour before the flight.

THEY CONTINUED TO XMIT TO ME IN THE BLIND TO CONTACT CTL ON 126.95. AFTER CONTACTING CTL ON 126.95 I INFORMED THEM THAT I WAS GOING TO SQUAWK 1200 AND WOULD BE CONTINUING UP HWY 93 AND WOULD BE TOO LOW TO MAINTAIN RADIO CONTACT. ALL XMISSION WERE ACKNOWLEDGED. AS WE PROCEEDED NBND WE ENTERED THE DESERT MOA-SALLEY SECTOR STILL SQUAWKING 1200 AND MONITORING NELLIS CTL ON SECTOR FREQ 124.45. AS WE PROCEEDED UP KANE SPRINGS I HEARD NO CALLS FROM NELLIS CTL FOR SMA BUT COULD HEAR NELLIS CTL CONTACTING SEVERAL ACFT INBND TO NELLIS. WHEN WE WERE APPROX 5 MI SW OF ELGIN ON THE RIDGE LINE E OF THE DELAMAR, WE ENCOUNTERED A SINGLE FGT AT OUR 2 O'CLOCK POS PASSING THROUGH A GAP IN THE RIDGE. IT WAS STARTING A LEFT-HAND TURN TOWARD US, BUT TURNED SLIGHTLY BACK TO THE RIGHT PASSING APPROX 200' OFF OUR LEFT WIG TIP. BOUT 1 MI LATER, STILL PROCEEDING NBND ALONG THE RIDGE, WE ENCOUNTERED 4 MORE LOW LEVEL FGTS AT OUR 2-3 O'CLOCK POS BREAKING OVER THE RIDGE. 2 OF THE FGTS BROKE HARD TO THE LEFT BTWN THE RIDGE AND OURSELVES, THE OTHER 2 CONTINUED STRAIGHT AHEAD AND AFTER PASSING US MADE A TURN SBND. AT THAT TIME WE TURNED NW UP THE GORGE PAST ELGIN AND BLM PERSONNEL RADIOED HIS DISPATCH RE: THE ENCOUNTER. I FELT THAT THE FIRST FGT THAT SAW US SHOULD HAVE NOTIFIED THE OTHER FGTS OF OUR POS. AFTER LNDG, WE LEARNED THAT NELLIS TRIED TO WARN UP ABOUT TH FGTS. NOT BEING ABLE TO CONTACT US, COULD THEY HAVE CONTACTED THEIR OWN ACFT? CORRECTIVE ACTION: THE FGT FLTS ARE NOW SCHEDULED 90 DAYS IN ADVANCE AND WILL BE GIVEN TO NELLIS TO BE PUT ON THEIR DAILY FLT SCHEDULE. NELLIS CTL WILL BE CONTACTED BY ACFT BEFORE ENTERING THE MOA. NELLIS CTL WILL BE CONTACTED BY PHONE BY DISPATCH AT LEAST 1 HR BEFORE THE FLT.
