Narrative:

Small transport X departed clt, runway heading (assigned by tower) climbing to 3000'. Small transport Y departed clt heading 270 degrees climbing to 3000' inside the navajo. At approximately 4 DME north of clt VOR, small aircraft X was given a heading of 290 degree and to maintain 3000' by the tower and initiated a frequency change to departure control. I (the departure west controller) was on a land line to columbia approach controller during the initial call by small aircraft X. On his second call I was on a land line to green approach control coordinating a non-radar inbound. I received his initial call (in listening to the tape playback, it was in reality his third call) , when aircraft was approximately 8-10 mi northwest of the airport at 3000'. I acknowledged his call with radar contact. The departure west position was combined with the satellite west position, resulting in monitoring 4 frequencys. During this time a VFR aircraft called me requesting an IFR clearance; a VFR aircraft on the ground at a satellite airport (0a6) called me requesting an IFR clearance; the small transport Y departure strip was 'hung-up' in the drop tube; and an air carrier departure did not 'tag up' on ARTS due to erroneous preposal time. As a result of numerous distrs, small aircraft X was allowed to enter an area of antenna's with reduced sep. He was aimed at the towers (antenna) initially by tower and not given clearance to altitude above the antenna.

Narrative: SMT X DEPARTED CLT, RWY HDG (ASSIGNED BY TWR) CLBING TO 3000'. SMT Y DEPARTED CLT HDG 270 DEGS CLBING TO 3000' INSIDE THE NAVAJO. AT APPROX 4 DME N OF CLT VOR, SMA X WAS GIVEN A HDG OF 290 DEG AND TO MAINTAIN 3000' BY THE TWR AND INITIATED A FREQ CHANGE TO DEP CTL. I (THE DEP W CTLR) WAS ON A LAND LINE TO COLUMBIA APCH CTLR DURING THE INITIAL CALL BY SMA X. ON HIS SECOND CALL I WAS ON A LAND LINE TO GREEN APCH CTL COORDINATING A NON-RADAR INBND.
